***** Beachfill Project- Important Updates *****

Sand placement operations are estimated to begin in May with an estimated sand-pumping completion in late June. (Note: Following the completion of sand placement operations, additional work on dune crossovers and sand fencing takes place for a period of several weeks. Dune grass is only planted between November and March per best practices). Please click on the link above to get the latest schedules and information pertaining to the Project. The Contractor (Weeks Marine), the Army Corp, the DEP and the Borough have asked that the following additional information be shared with all residents and guests.

  • Please honor the contractor work area and do not enter the work zone, both on the land and in the water. Security personnel will be provided on each end of the work zone.
     
  • Please do not cross over or make contact with any exposed pipe. There will be areas designated by the contractor that will allow safe access across the pipe to the water.
     
  • Once the project begins, the contractor will be working around the clock, 24 hours per day. There will be noise and lights within the work zone associated with the Project.
  • The North Street street end will be utilized by the contractor for vehicle, equipment and material access to the beach. Additional traffic and noise is to be anticipated at this location for the duration of the Project.
     
  • Contractor personnel will be parking their personal vehicles along municipal streets and at the oceanfront streetends for the duration of the Project. Windshield placards will be issued by the police department for those vehicles.
     
  • Weeks Marine utilizes a private contractor (SSI Monitoring) to detect levels and set thresholds of allowable vibration associated with the work zone and the vehicle accessway. SSI will install monitoring devices in 500 foot intervals along the edge of the contract work limit (CWL), that is, unless an oceanfront property owner provides authorization that the device be installed closer to their dwelling.  Devices placed near dwellings give a more accurate reading of the vibration values affecting the structure.   • Dune structures (walkovers, decks, etc.) located within the CWL are subject to removal by the Contractor.  The NJDEP has notified all oceanfront property owners, via certified mail, that these structures need to be removed to facilitate the Project. It is highly recommended that the property owner remove these structures within the Project footprint no later than April 30, 2019. Please inspect your property to determine if you have any structures that may be subject to this condition.
     
  • A temporary surge in the water table has been experience as a result of the pumping operations in other areas within the Project. This may occur in areas within Bay Head and could affect basements and below grade crawlspaces. 
     
  • The contractor has developed a Munitions and Explosives of Concern Hazard Assessment (MEC HA) plan. Although extremely rare, munitions have previously been dredge off the ocean floor during the dredging process. MEC inspectors are on-site through the entire dredging process.
     
  • The Borough recommends that all oceanfront property owners take pre-construction photos of their properties, including revetments and decks, prior to the initiation of the Contractor’s operations. The contractor will be installing continuous sand fencing along the landward and seaward sides of the new dune.  Once an oceanfront property is outside the 1,000 foot contractor work zone, each single family home or duplex on the oceanfront may construct a single at-grade dune walkover. A listing of properties outside the 1,000 foot work zone is provided below and will be updated daily. All walkovers must be constructed in accordance N.J.A.C. 7:7-10.4(e), which reads as follows:
(e) The construction of at-grade dune walkovers at single family homes and duplexes shall comply with the following:
  1. Only one walkover per site is allowed;
  2. The width of the walkover does not exceed four feet;
  3. The walkover is fenced on both sides through the use of sand fencing, split rail fencing, or open handrails, unless prohibited by the municipality; and
  4. Any grading or excavation associated with the installation of the walkover does not result in the lowering of the beach or dune below design specifications.
